I will be petroleum minister - PMB

As the nation awaits President Muhammadu Buhari’s ministerial list, the President on Tuesday said he would head the Ministry of Petroleum Resources. Buhari dropped the hint in one of the interviews he granted one of the foreign media in his hotel shortly before departing New York.

The President was in New York to participate in the 70th United Nations General Assembly.“I will serve as the Minister of Petroleum Resources myself,” Buhari told his interviewer. The nation’s petroleum sector has been said to be enmeshed in corruption with millions of dollars said to be missing in the Nigerian National Petroleum Corporation. Shortly after assuming office, Buhari sacked and replaced the management of the company.

The new management had started a general reorganisation of the firm. Buhari had on Monday said the trial of those who looted the NNPC would commence soon. Meanwhile, ministerial list that President Muhammadu Buhari will submit to the Senate on Wednesday (today)will not contain all the members of his proposed cabinet, THE PUNCH has learnt. Buhari was inaugurated on May 29, having defeated former President Goodluck Jonathan in the presidential election held in March.  
Investigation by one of our correspondents on Tuesday revealed that what would be transmitted to the Senate this week would not be a complete list of nominees. A top government official familiar with the arrangement confided in one of our correspondents that Buhari would send the names of the nominees to the Senate in batches.“What the Senate will be getting on Tuesday or Wednesday will not be a complete list. The names will be sent in batches but quite a number will be on this first list while others will be compiled and sent later,” the source said. The President may have decided to send the names in batches in order to meet the September deadline he set for himself rather than waiting to compile the full list and fail to beat the deadline. Efforts made by one of our correspondents to get an insight into the list of the first batch of would-be ministers did not however yield any positive result on Tuesday. The issue of the list has however been generating concerns among members of Buhari’s delegation to the 70th United Nations General Assembly holding in New York. Many of the politicians on the President’s delegation who felt they might be considered for ministerial positions were getting in touch with Nigeria intermittent Lyon the telephone for latest information on the list while they also kept making themselves visible for Buhari. Some of them who could not hide their anxiety were heard asking Nigerian journalists if they had latest information on the list. Prominent chiefs of the All Progressives Congress on the President’s delegation include a former Rivers State Governor, Rotimi Amaechi; a former Ekiti State Governor, Kayode Fayemi; and a former member of the House of Representatives, Abike Dabiri-Erewa among others.Meanwhile, the Senate President, Bukola Saraki, said on Tuesday that his leadership would not employ vendetta in the screening of the President Muhammadu Buhari’s wise men.Saraki, who stated this in his welcome address to his colleagues at a plenary after their six-week recess, expressed confidence that Nigeria’s economy would experience a turn-around with the appointment of ministers. He said, “As we await the list of ministerial nominees this week, I believe the presence of ministers will create the space for greater policy engagement with the executive arm of government.“It will also enable us to begin to respond in a more systematic manner to the various economic and social challenges before us, especially through our various committees that will also be constituted soon.“On this note, I want to urge you all my colleagues to ensure that what is uppermost in our minds as we begin the constitutional task of screening of ministerial nominees is the overall interest of our country, informed by the enormity and the urgency of the challenges before us.“Once the list is submitted, let us ensure that we treat it with dispatch and thoroughness. We must not be held down by unnecessary politicking.”

We'll kill corruption - VP Osibanjo

He said, ” Most importantly, we must defeat the scourge that has brought us to our knees as a nation.“For those of us who daily see the damage that theft and wastage of public resources have done to us as a nation, we agree with President Muhammadu Buhari that if we don’t kill corruption, corruption will kill us.”“We are determined to solve the problem of power in Nigeria. Regular power supply will open up industries, will help small and media scale enterprises to do their businesses without cost of petrol and diesel and their generators.“We are determined to establish technology parks, these are specially designed places provided with power and internet to young people interested technology as business to have a platform to operate from.”He stated that the administration would also invest in agriculture to boost food production and to create jobs for millions of Nigerians. To achieve this, the vice president disclosed that the Federal Government was cooperating seven states in the production or rice, cassava, cashew nuts and other crops.All these, he said, were efforts of the administration to bring Nigeria to the level of self sufficiency in food production.

Ministerial appointment: No going back on September 30 - Presidency

ABUJA – Presidency has
assured that the September 30
promise by President
Mohammadu Buhari as deadline
for the appointment of Ministers
would be met.

The presidency spoke against the
backdrop of a growing
apprehension in the polity on the
fact that it is only 5 days to the
end of the month.
Of concern also was the current
travails of the senate president,
Dr. Bukola Saraki at the Code of
Conduct Tribunal, CCT, which
many Nigerians feared may make
the deadline not feasible.
At the moment, the senate whose
function it is to receive and
screen the Minister nominees
from the presidency is on
vacation to resume on September
29, barley a day September 30.
But in an exclusive chat with the
Senior Special Adviser to the
president on Media and Publicity,
Mr. Femi Adesina, on the issue
recently, he stated that Nigerians
needed not to worry as the
deadline given by president
Mohammadu Buhari to form his
cabinet has not yet elapsed.
He said: “Time given has not yet
elapsed and the president himself
said of by September 30, there is
no cabinet, you should come and
ask him questions. That is it.”
It will be recalled that the
president had in his visit to
Ghana on September 7 told
Journalists that he would
unfailingly constitute his cabinet
on or before the end of
September.
“After I was sworn-in, I said I will
have my cabinet in September. I
expect that Nigerians should ask
me questions after the 30th of
September if I do not do so,” he
said.

Naira depreciates N2 against dollar.

Lagos—The Naira, yesterday,
depreciated slightly against the
Dollar at the parallel market,
dropping by N2.The currency
traded N222, N350 and N256
against the Dollar, Pounds and
Euro, respectively.
On Monday and Tuesday, it
traded at N220, N345 and N252
against the Dollar, Pounds and
Euro respectively.Naira-Dollar
However, the official interbank
rate remained at N197 to the
Dollar.Mr. Harrison Owoh, a
bureau de change operator, said
in Lagos that the Naira’s drop in
value was connected to Central
Bank of Nigeria, CBN’s failure to
sell enough foreign currencies.
He said that parallel market
operators had expected the apex
bank to sell more foreign
currencies before the Eid el-Kabir
break.Owoh said that the
currency may depreciate further
due to the long break associated
with Muslims’ celebration.

Foreigners kidnapped from resort in southern Philippines

(CNN)Gunmen have kidnapped four people, including two Canadians and a Norwegian, from a resort in the southern Philippines, state media reported.
The abductions took place Monday evening at the Oceanview Resort on Samal Island, which lies off the coast of the major southern island of Mindanao, according to the official Philippines News Agency.
As well as the three foreigners, a Filipina was kidnapped by the armed group, it said.
The southern Philippines has been plagued by unrest involving Islamist militants in recent years, including the taking of foreign hostages.
Lt. Gen. Aurelio Baladad, a senior Philippine military official in the region, told the news agency the identities of the kidnappers were still unknown. He said authorities so far had no indications Abu Sayyaf, one of the most violent terrorist groups in the region, was involved.
The Canadian government said in a statement it is "aware of reports that Canadian citizens were kidnapped in the Philippines" and is "pursuing all appropriate channels to seek further information."
Baladad said the Philippine National Police is leading the pursuit of the abductors, but the military has contributed helicopters and naval vessels to the hunt.
The official news agency reported that the three foreigners who were kidnapped are male. The Norwegian is the manager of the resort, it said.

Presidency exempts NNPC, others from TSA

The Federal Government has exempted 13 government agencies from the  current Treasury Single Account (TSA) arrangement related to electronic or e-collection  and mop up exercise of government funds from commercial banks.
A circular exempting the  agencies was communicated to Central Bank of  Nigeria (CBN) from the Office of the Accountant-General of the Federation  (OAGF).
The exempted agencies of government are “profit oriented government business entities that pay dividends to the Federal Government of Nigeria.”
The circular addressed  to the Director, Banking and Payments System Department of the CBN, with  FD/LP2015/C/ADC/20/1/ /DF as reference number was dated September 14 this year. It was  signed by M K Dikwa,  for the  Accountant-General of the Federation, Federal Ministry of Finance, Funds  Department, Abuja, FCT.
The exempted agencies are:
Nigeria National Petroleum Corporation (NNPC), Power Holding Company of Nigeria (PHCN),  Bank of Industry (BoI), Nigeria Railway Corporation,  Federal Mortgage Bank of Nigeria, Bank of Agriculture, Niger Delta Power Holding Company/National Integrated Power Project, National Communication Satellite Limited, Galaxy Backbone Ltd and Ajaokuta Steel Company Ltd.
Others are Urban Development Bank, Nigerian Export – Import Bank and Transcorp Hilton Hotel.
The circular titled: Approval to Exempt  Some MDAs in Line with the e-Collection Mop Up Exercise, read: “Approval is hereby granted to your bank (CBN) to exempt the Accounts of  13 MDAs (category six) as listed below the mop-up in line with the e-Collection Circular No. HCFSF/428/S.1/120 dated 7th August 2015 as these are  profit-oriented government business entities that are to pay their dividends into the Treasury Single Accounts whenever they are declared.”
The circular urged the CBN to “note that in line with the Presidential approval,  the following as it relates  to  NNPC as listed above (S/No.9) under Category 4 should also apply:
“That National Petroleum Invetsment Management Services (NAPIMS) remains classified as an MDA that is funded from the  Federation Account under Category 4 of the Circular, being the NNPC business  unit responsible for the management of the Federal Government’s investment in   upstream activities and funded from direct proceeds of oil and gas revenue.
“That NNPC will continue to preserve the status with respect to NAPIMS  Operations Account as well as Escrow Account for Third Party Financing in view  of the Joint Venture (JV) cash funding currently being experienced; and  that all other NNPC’s commercial/business entities as re-classified as ‘Profit Oriented Public Corporations/Business Enterprises’ under Category  6 of the Circular which requires that only dividends from these entities be  paid into the TSA.”
When contacted Mr Ohi Alegbe spokesman for the NNPC said the NNPC will  continue, as it has always done, to remit its accruals into the Federation  Account but that the JV cash-call obligations with its partners  will use commercial banks and not the CBN.
Chinedu Moghalu of NEXIM confirmed that NEXIM has been exempted from  the TSA sheme while Shola Adeyemo of Transcorp Hilton Hotel said the firm is “aware of such a directive.”
An official of BoI who pleaded not to be named said  as a developmental institution, BoI does not fall into that category.
He noted that  BoI manages intervention funds on behalf of the CBN as a result, the BoI  will have to be exempted from the TSA arrangement.

FORMER Minister of Finance and Coordinating Minister for the Economy, Dr. Ngozi Okonjo-Iweala, has been named as Chairperson of the 28-member Board of the Global Alliance for Vaccines and Immunisation (GAVI) and Senior Advisor of the 167-year-old global investment firm, Lazard Investment Bank.
GAVI, an international public-private partnership committed to saving the lives of children and protecting people’s health by improving access to immunisation in developing countries, including Nigeria, is a $12 billion multilateral partnership that disburses grants of upwards of $1.8 billion annually to developing countries for immunisation programmes.
Mrs. Okonjo-Iweala was elected to the position after a competitive international search process.
GAVI brings together developing countries and do-nor governments, the World Health Organisation (WHO), UNICEF, the World Bank, the vaccine industry in both industrialised and develop- ing countries, research and technical agencies, civil society, the Bill & Melinda Gates Foundation and other private philanthropists.
Recall that from 2000- 2015, GAVI disbursed $425 million in grants to Nigeria, an average of about $30 million per annum for vaccination and immunisation of children, including polio vaccines. The Nigerian ex-minister succeeds Dagfinn Høy-bråten, a former Norwegian Minister of Health and current Secretary General of the Nordic Council of Ministers.
Previous Chairs include Mary Robinson, former President of Ireland and respected education activist and former First Lady of South Africa, Graca Machel.
In the second appointment as Senior Advisor, Lazard Investment Bank, her focus will be sovereign advisory.
“We are proud to welcome Dr. Okonjo-Iweala as a Senior Advisor to our world-leading sovereign advisory group,” said Matthieu Pigasse, Global Head of M&A and Sovereign Advisory of Lazard. “She will bring a unique international expertise and experi- ence that will benefit both our sovereign and corporate clients.”

FG to harmonise university grading system

EXECUTIVE Secretary of the National Universities Commission (NUC) Professor Julius Okojie has said the grading system in all universities will be harmonised to have a common grading system. The move will help enhance understanding of the grading system of Nigerian Universities internationally.
He said this at a workshop on review of grading system in Nigerian Universities, in Abuja, yesterday. Okojie said when the Benchmark Minimum Academic Standard (BMAS) documents were reviewed in 2007, the document did not take into consideration the technical implications of the policy to allow individual institutions and disciplines to implement different minimum requirement for a student
to graduate. He said having different grading system within the
system is an issue that needs to be addressed as it has some technical implications on the grading of students.
“While some disciplines used the six grade points of 5, 4, 3, 2, 1, 0 for letter grades of A,B, C, D, E, and F respectively, other disciplines removed the E grade altogether having a system with grade points o f5,4,3,2,0forlettergradesofA,B,C,D,and F respectively. These systems have incontrovertibly introduced two systems of grading within the Nigerian University System that have some technical implications on the grading of students.”
He said the workshop will provide an avenue for the NUC and all universities to review the existing grading systems in a bid to review the existing grading system to arrive at a generally acceptable method of computing CGPA.

Filipino boy receives scholarship after photograph of him studying on the street goes viral



A homeless Filipino boy has been overwhelmed with aid after a photograph of him studying on the pavement using faint light from a McDonald's outlet went viral on the internet.
Nine-year-old Daniel Cabrera will now be able to fulfil his dream of becoming a policeman after donations of cash, school supplies and a college scholarship poured in, his mother, Christina Espinosa, said on Friday.
 "We're overjoyed. I don't know what I will do with all of these blessings," said Ms Espinosa, a 42-year-old grocery store employee and domestic helper. "Now, Daniel will not have to suffer just to finish his studies."

The photograph, posted on Facebook last month by a college student, showed Daniel doing his homework on a wooden stool placed close to a McDonald's window to catch the light from the store.

The 20-year-old medical technology student, Joyce Torrefranca, captioned her Facebook post: "I got inspired by a kid." 
It was then shared close to 7,000 times on the social networking site and reported by local television.
Local politician Samuel Pagdilao, of the Anti-Crime and Terrorism through Community Involvement & Support (ACT-CIS) party, awarded Daniel an unspecified "scholarship grant", ABS-CBN reported.
The local police force also raised funds and provided groceries for the family.
Ms Espinosa and her three youngest children, including Daniel, have been living in her employer's mini-grocery store since their shanty home was gutted by fire five years ago.
Ms Espinosa said she earned just 80 pesos (£1.14) a day working at the store and as a domestic helper for the store's owners in their nearby home. She augments the income by selling cigarettes and candy on the streets on Mandaue, an urban centre on Cebu island in the central Philippines.
Their grocery store home is close to the McDonald's outlet where Daniel was photographed studying, she said.
Daniel's father died in 2013 due to severe diarrhoea, said Ms Espinosa, who has three older children, all married and living separate from her.
She described the boy as a tenacious child with a single-mined focus on getting an education.

EFCC apprehend BGL boss, Okumagba over alleged N28.9bn fraud


The Managing Director of BGL Plc, Mr. Albert Okumagba, has been arrested by officials of the Economic and Financial Crimes Commission EFCC for allegedly being involved in a N28.9bn fraud.

According to Punch, Okumagba was arrested on Wednesday September 9th following a petition by the Security and Exchange Commission in May, 2015.


"The EFCC has arrested Mr. Albert Okumagba, Group Managing Director of BGL Plc, a financial services company, for offences allegedly bordering on obtaining money by false pretences. The 51year old, who hails from Delta State, was picked up late Wednesday, September 9, 2015, by operatives of the EFCC. His arrest was triggered by investigation into a petition submitted to the anti-graft agency by the Security and Exchange Commission in May 2015. The suspect is alleged to have diverted the sum of N28.9bn being proceeds of private placements of 4.3bn ordinary shares of 50k each at N7.00k per share in 2007. The company, whose subsidiaries include BGL Capital, BGL Private Equity, BGL Security and BGL Asset Management, allegedly lured 50 investors from across the country into subscribing to the company’s shares, promising them options of liquidity and exit within two years"the source said
The source added that contrary to promises made to them by Okumagba, his investors were not able to liquidate their assets. He also failed to fulfill a promise of listing his organization, BGL on the Securities and Exchange Commission two years after the offer in 2008. 
Confirming his arrest, the Head of Media and Publicity of the EFCC, Wilson Uwujaren said he was being interrogated. No fewer than 40 petitions were said to have been sent to the SEC against BGL by aggrieved capital market investors in the country as well as the Rivers State Ministry of Finance.
